Copmanthorpe Neighbourhood Plan – IMPORTANT INFORMATION

At the City of York Council’s Executive on 7th October, 2025, Members agreed the recommendations in the Examiners Report, the Decision Statement and that the Copmanthorpe Neighbourhood Plan should proceed to referendum. The referendum will take place on Thursday 27th November 2025 in St Giles Church Centre and will allow all eligible residents within the Copmanthorpe Parish to cast a vote on whether the Plan should be used to help decide planning applications in the neighbourhood plan area. 

All those registered within the neighbourhood area are entitled to vote in the referendum. 

The local planning authority must make, or adopt, a neighbourhood plan which is the subject of a Referendum if more than half of those voting have voted in favour of the plan. Clearly we are hoping that this will be the case, so please take time to place your vote.  

The local planning authority must make the plan within 8 weeks of the day after
the Referendum is held if the vote is in favour of the plan. Once made and adopted the neighbourhood plan will be part of the statutory development plan and will be used in determining planning applications. For further information on the plan please refer to the documents below:

Neighbourhood planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. They are able to choose where they want new homes, shops and offices to be built, have their say on what those new buildings should look like and what infrastructure should be provided, and grant planning permission for the new buildings they want to see go ahead. Neighbourhood planning provides a powerful set of tools for local people to plan for the types of development to meet their community’s needs and where the ambition of the neighbourhood is aligned with the strategic needs and priorities of the wider local area.

The approval of our Plan is a significant milestone for Copmanthorpe. The Plan was originally started back in 2013 by the Parish Council, and following detailed consultation with residents, we appointed a a team who were interested in, or affected by, the neighbourhood planning proposals. In this way, they could represent our community and allow them to play an active role in preparing a neighbourhood plan.

We know that it has been a very frustrating process and there have been times when you could have justifiably thrown the towel in. Your determination and attention to detail over the last 13 years has been faultless, especially when dealing items which seemed so trivial and obstructive.  Thank you all.

Next Parish Council Meeting – 11th November:

  • The next Parish Council meeting will take place on Tuesday 11th November from 7:30pm in Howell Hall 
  • There will be an interim meeting of the Planning committee on Tuesday 25th November if required
